The review queue

One change-centred list of what needs a reviewer, with the evidence to decide — non-compliant pull requests and exactly what they wait for, exceptions awaiting a decision, open decision gates, and capsules ready to read.

The attention queue is everything that needs a person, worst first. The review queue is narrower: things a reviewer can act on, each carrying what they need in order to act.

What a row is

Row What it carries
A pull request whose current commit is not compliant What it is waiting for — a decision, an independent approval, a policy block, CI evidence, the contract — the failing items and their detail, its mission and contract version, its risk band, and the owners who must approve.
An exception waiting for a decision The request, its scope and reason.
An emergency exception due or overdue for review Who approved it and when the review was due.
An open decision gate The question the agent asked.
A capsule ready to read The change, sorted with the rest.

Nothing here is new judgement. Every row is read from a verdict, exception, gate or capsule that already exists; the queue only collects them.

Order

Rows are ranked by what a reviewer can unblock first, then by the oldest wait.

Separation of duties

It is shown, not hidden. Your own exception request and your own session's capsule are marked as yours, and you cannot act on them. A member without exception rights sees exceptions but not the action.
